The Shadow Grid: How AI Is Exposing the Fault Lines of America’s Electricity System

The recent flurry of announcements from President Trump’s administration regarding the Ratepayer Protection Pledge has brought into sharp focus a growing concern that’s been simmering beneath the surface: the increasing cost of electricity in the United States, driven in large part by the proliferation of AI-driven infrastructure. This appears to be an issue of affordability, with policymakers scrambling to find ways to insulate consumers from rising bills. However, scratch beneath the surface and you’ll find a complex web of interests and competing visions for the future of America’s electricity system.

The Federal Power Act, a century-old law governing interstate power transmission, has proven woefully inadequate to the task of managing the increasing demands placed on the grid by AI-driven applications. As former FERC commissioner Neil Chatterjee noted during a recent Aspen Ideas Climate summit panel discussion, “if a grid operator has to choose between sending power to a data center running AI 24/7 or to a residential household that needs air conditioning, it’s going to be the data center.” This highlights the inadequacy of our current regulatory framework.

The increasing dependence on AI-driven infrastructure demands more than just tweaks to our regulatory framework. We need a fundamental rethink of how we produce and distribute electricity in this country. Policymakers have been slow to seize this opportunity, but it may soon be thrust upon them by necessity.

For example, the recent decision by PJM officials to implement a price cap on utilities bidding for electricity has helped keep bills down in the short term. However, it also raises questions about the long-term sustainability of our grid. By artificially suppressing prices, we may discourage new investment in renewable energy sources and create a system that’s even more vulnerable to shocks.

University of Chicago economist Michael Greenstone argues that we should take a holistic approach to addressing the challenges facing our grid. Rather than tinkering with regulatory frameworks or price caps on utilities, he advocates for giving federal regulators greater authority to build transmission and redesigning rates to reflect the true costs of generating and distributing power. This would involve rethinking the fundamental architecture of our electricity system.

Greenstone’s call for bold thinking is precisely what we need at a time when Congress seems unable or unwilling to tackle pressing issues facing our country. However, it’s not impossible – and in fact, there may be an opportunity emerging that could unlock major reforms and create a more sustainable future for America’s electricity system.

Permitting reform, which has long been touted as a key component of upgrading grid infrastructure, is one possibility. By making it easier to build energy infrastructure, we can unlock new investment in renewable energy sources and reduce our dependence on fossil fuels. Another option is to give FERC more muscle, allowing the agency to play a more proactive role in building transmission and managing the grid.

The most dramatic possibility of all is revising the bedrock federal laws that have created challenges for our grid – including the Federal Power Act itself. This would be a seismic shift with far-reaching implications for the utility business model and the way we produce and distribute electricity in this country.

This will not be easy, as powerful interests are at play here, from utilities to AI companies, each with their own vision for the future of our grid. But if we don’t seize this moment – if we let the status quo persist – we risk creating a system that’s even more vulnerable to shocks and less able to adapt to emerging technologies.

The clock is ticking, and policymakers would do well to take note. A true crisis may be coming soon – one that will force us to confront the deep-seated problems with our electricity system and make difficult choices about its future. It’s unclear who will emerge as leaders in this effort, but it’s clear that someone must step up and lead if we’re to avoid a disaster of epic proportions.

The Shadow Grid is upon us – and it’s time to shine some light into the darkness.
